Did the Emancipation Proclamation apply to all the union states?

Actually, the Emancipation did not apply to any of the states that had not seceded. Border states such as Maryland, West Virginia, Kentucky, and Missouri, as well as Washington D.C. were allowed to continue to practice slavery. For them, slavery would not end until the passage of the 13th Amendment more than two years later.
