Polar covalent molecules have a both a covalent bond and a significant separation of charge between the atoms involved.
For hydrogen fluoride, the fluorine is extraordinarily electronegative, while the hydrogen is moderately electronegative. So fluorine pulls electrons away from hydrogen. This gives the fluorine a partial negative charge and hydrogen a partial positive charge.
